Handicap isnt just people in wheelchairs. Its actually not hard to get a placard. If you know someone in a wheelchair and prove that you have driven him around you can get one too.

I've had a handicapped placard since I was 29. My wife since she was 42. Neither one of us are in wheel chairs... YET. Originally, my placard was because of a mobility issue due to arthritis. My wife (and now myself) are both heart patients with COPD. We are both in our mid-50s.
What bothers me is that too many people without the license or placard still insist on parking in those spaces. I had one guy, when I confronted him, say, "That sign is only for weekdays, not weekends".

Sadly some people abuse the placards. My mother's neighbors in her apartment complex got a nice shiny handicapped parking spot sprayed in right by the door. Why? Because they were overweight. Interestingly enough, when that parking spot got sprayed in, they removed the wheelchair ramp and turned it into steps.
