Cell never absorbed Krillin. He didn't learn the true Destructo Disc. In his timeline, Krillin was killed by the Androids before Cell appeared, and he never got his hands on Krillin in the normal timeline.

I would like to mention Vegeta using the Destructo Disk in Gohan's tail during the Saiyan Saga.

If I remember correctly, Dr. Gero mentioned that he used the cells of all the great warriors of Earth to make Cell, including the humans. He didn't have to absorb them, but he has their cells and can use their abilities.
