It's not Scumbag Steve, but a lookalike. And by lookalike, I mean someone who doesn't actually look like him, but kind of resembles him if you don't look at them at the same time.

He's already chubby in the meme pic - but in the video he's just fat - which really distorts the physiognomy. Look at 1:58 - same chin, nose, and a pulled up upper lip. Eye color's different - but that is often an effect of blue eyes - they sometimes look brown in photos.

The head width is different, which doesn't change with weight.

Sorry DD, I'm going to have to say that I really do think it's him. Obviously I'm open to the possibility of a lookalike, but with what I've seen, I think it's genuinely him.
