Yeah that's a character encoding issue from all the old posts before the site got updated about 5 months ago. It has to do with the way data was entered into the database, and then output onto the site (the data gets encoded to protect users from XSS).

You will never see it on any new posts or comments or anything. Only on post titles from way when.

There's going to be some updates to the data in the near future to make comment links open in a new tab, so it will be fixed then.
