I hope it isn't as that's the only way kids learn. My niece very very quickly learnt not to pull my cat's tail.
Plus, I think de-clawing cats is cruel.
And in this circumstance, the cat was too focused on getting out of the water than attacking the child

Yeah declawing is basically cutting off the cat's fingertips.

You can trim their nails with a fingernail clipper to dull them.
