No it has nothing to do with the chemicals. It has to do with the many nucleation points on the candy surface of the mento. And that diet soda has lots of C02 to escape through the mento.

Yeah but they don't slide out of their packaging as good because it's so tight. Putting them in a rolled up sheet of paper works much better.

None of my friends drink soda. I'd love to find someone who's not a friend to do this to though. I may start carrying a mentos on a string just in case the opportunity presents itself.
